Do flood barriers or flood vents lower flood insurance in Florida?
Flood vents can lower NFIP premiums; flood barriers on a home do not. FEMA's NFIP gives discounts for proper flood openings (vents) and for raising all machinery and equipment, and first-floor height is a major rating factor. FEMA gives no premium credit for temporary barriers on residential buildings, and Florida's Division of Emergency Management makes no claims about barriers and insurance.
What FEMA discounts
Under Risk Rating 2.0, NFIP premiums depend on flood frequency, distance to the water, first-floor height and the cost to rebuild, and most annual increases are capped at 18% (FEMA fact sheet). FEMA lists two mitigation discounts (FloodSmart):
| Upgrade | Discount (FEMA guide, April 2022) |
|---|---|
| Raise all machinery and equipment to at least the floor above the first floor | 5% |
| Proper flood openings in an enclosure or crawlspace | Sliding scale by floor height, roughly 0.5% at 1 ft, 5.2% at 6 ft and 11.8% at 9 ft |
| Higher first floor on a slab or crawlspace home | About 8% at 1 ft, 22% at 3 ft and 34% at 5 ft |

What flood vents must look like to count
At least two openings per enclosed area, 1 square inch of net open area per square foot of enclosed area (or an engineered vent certified to ASCE 24), the bottom of each opening no more than 1 foot above grade, and water must enter and leave automatically. Garage doors, windows and vents you have to open by hand do not count (FEMA technical bulletin).
Why barriers do not lower a home's premium
FEMA rules allow dry floodproofing only for non-residential buildings; homes must be elevated (44 CFR 60.3). Florida's Division of Emergency Management says temporary barriers are not dry floodproofing and "makes no assertions" about their effect on insurance (FDEM guidance). Barriers can still prevent damage and claims in shallow flooding; that is their value.
